Include a logical operators (and,not,or) in Scope creation

Allow the ability to create a scope for all machines that do NOT have a specific tag, etc.
Use case- We've got just a few servers that can NOT be automatically rebooted after windows updates. Rather than tag 100+ as 'auto reboot', we could tag 3 as 'no auto reboot'
