Network Monitoring for Utilization

It will be good to be able to monitor how much network bandwidth is being utilised. For example, a computer is downloading over 500mbps and is currently impacting the network. Rather than putting policies in place to limit, it will be an added value to see how they utilise the network. Thanks!
