Improvements to the Zendesk integration

1. Notify that ticket creation fails.
2. Save Zendesk ticket id on notification.
3. Global Zendesk settings.
4. Move Zendesk ticket handling to the Pulseway server, to enable offline notifications.
4. On demand (ad hoc) ticket creation.
