Network Monitor: Move probe instance between prob nodes

The possibility to (enable a second probe node and) to move the probe instance ownership of which device handling the probe functionality and keep all results and config and continue to build on what is already known (not start from scratch).
If the network has grown so need to switch or if the current device for the current probe is to be supersededt by a new device
