Unregister pulseway from webapp to remove it without uninstall

Today the pulseway rmm agent must be uninstalled for it to be unregistered from the webapp and not count against a license. Unfortunately this is not always feasible. The device will not always be offboarded* physically or remotely by the MSP.
The option to mark a specific device with pulseway as offboarded would not allow the device to connect to the service any more, with options:
1: disable and offboard
2: disable and wait
(license is freed up and can be reassigned or removed)

When device comes online again, with notification and options when it does tries to connect
1: automatically uninstall it and notify
2: notify and give option about
2a: adopt again (needs free license)
2b: offboard (allow for a series of commands/workflows which ends with 2c)
2c: uninstall

* the process is not relevant to this feature request - this sometimes happens as an MSP and they just need to keep the customer happy.
