Override Group Policy with Local Configuration

It would be nice to have the ability to determine which policy overrides which (instead of having the group policy override local config by default). Or to disable the group policy override feature on certain endpoints (without having to separate individual endpoints into new groups).

For example being able to set certain endpoints local configurations to override their associated group policy. That way we can keep the amount of groups reduced, but still be able to have customized configurations on certain endpoints.

Policy inheritance or multiple policies would be preferable to being able to override locally. Convention indicates group policies are supposed to be enforced, so an inheritance system for policies, or ability to specify multiple policies (with processing order) at various levels including the Organisation/Site/Group/Device (or instead of Device, allow a Group within a Group)
