Allow 3rd Party Custom Titles to be self hosted

The only way a custom title works is if you host the MSI file on a publicly available URL. We want to host this on a private URL that only our on premise Pulseway server and clients can see.

I'd suggest allowing the Url field to reference a location on a local file server, either as a separate field, or by using the same field, but allowing a UNC file path on windows, etc.
